I think there was a BZ about this, or maybe an earlier email.
That's not sufficient for:
#define _GNU_SOURCE
#include <limits.h>
to dtrt when it gets the GCC one first. I think gcc's file should change:
#if defined (__STDC_VERSION__) && __STDC_VERSION__ >= 199901L
to:
#if ((defined (__STDC_VERSION__) && __STDC_VERSION__ >= 199901L) \
|| defined (__GLIBC__) ? defined (__USE_ISOC99) : !defined (__STRICT_ANSI__))
