No, it is there since versioning was introduced into glibc:
# functions used in inline functions or macros
__strto*_internal;
BTW: strtoull/strtoll/strtouq/strtoq used to use __strtou?q_internal
in glibc 2.0 release, so it looks like IBM wanted to make sure their
software runs on everything from 2.0 up.
