This patch won't go in.  I don't even want to get into the business of
supporting arbitrary dates.  There are already too many people misusing
the mktime et.al. funcitons as general time handling interfaces.  They
are not.  They are far too limited.  They are only usable for system
times and those never needed dates before 1969.
