HWCAP_I386_* on GNU/Hurd.

Subject: HWCAP_I386_* on GNU/Hurd.

Are we supposed to define those enums on GNU/Hurd, Roland?  If not,
what would you suggest to fix the issue with libm not compiling
(Jereon Dekkers reported it a while ago) on GNU/Hurd?
