I've put an update of both the PowerPC and PowerPC64 TLS ABIs at
ftp.linuxppc64.org:/pub/people/amodra/ppc{32,64}tls.txt.gz

Both ppc32 and ppc64 now specify variant I layout, an offset tp, and a
reloc to mark the second insn of an IE sequence.  I've also tweaked
the examples and renumbered relocs.
