What's the reason for choosing to implement Emacs-Mule encoding first and then
later to implement UTF-8? Since Guile currently has no multi-byte encoding at
all, why not go straight to UTF-8? Is there a very easy-to-drop-in Emacs-Mule
code somewhere (in emacs?)
