Subject: [htdocs] Added announce of gdb-6.4 release

Hello,

I just committed the following patch to the htdocs. This is a pretty
much mechanical update, and glitches can easily be corrected if I made
any mistake, so I went ahead and checked it in without approval. Hope
it was all right.
