Rick, let's post our plans to this list, pls.

Here are some screen shots from the new custom observer work flow
The last image is a screen shot of the old Custom Observers Dialog which
will soon be removed.

As shown here filters and actions have not been incorporated into the new dialog yet. But there will be widgets there that will allow you to add filters and actions to observers. I will send screenshots when that is ready.
