I think the host-side code was put into a separate module because not
everybody wants to rebuild the host-side software from source. In
particular most Windows users seem to just download prebuilt binaries,
so they can save on disk space and bandwidth by not checking out the
host-side sources. I am not sure the saving is really worthwhile these
days, given the relative sizes of the host-side and target-side
sources.
