The proposal was tentatively approved, with the final decision on the
exact form of the DTD changes to be decided, um, tomorrow (I think).
Basically, you will be able to have this:
<citation><biblioref linkend="book1" unit="chapter" start="1"
end="3"/><biblioref linkend="book2" unit="page" start="1"/></citation>
In the author-date in-text style, that might get formatted as so:
(Doe, 1999, chapters 1-3; Smith, 2000, p1)
