how to compile a arm-gcc toolchain for cygwin?

Subject: how to compile a arm-gcc toolchain for cygwin?

hi,every one:
   have somebody know how to compile a arm-gcc toolchain for cygwin?
now I can compile a arm-gcc cross toolchain in linux,like use
buildRoot,crosstool
and so on,but I don't find any resource about this for the cygwin circustance.
  anybody have do the same thing,would you give me a hints or guide me step
by step compile a arm-gcc cross toolchain for cygwin?
