[PATCH/RFA] Match more platforms on ld ELF tests

Subject: [PATCH/RFA] Match more platforms on ld ELF tests

Some of the ld ELF tests open-code the list of targets, rather than using is_elf_format. This fixes that.

In doing so, I also added hppa*64*-*-hpux* to is_elf_format, because it was in the open-coded lists of the tests I changed.

This change allows these tests to be run on NetBSD ELF targets.

OK for mainline?

        * ld-elf/elf.exp: Use if_elf_format.
        * ld-elf/sec64k.exp: Likewise.
        * ld-elfcomm/elfcomm.exp: Likewise.
        * lib/ld-lib.exp (is_elf_format): Match hppa*64*-*-hpux*.
