Why does gas put padding on ia64?

Subject: Why does gas put padding on ia64?

Gas tries to align the section size to the last alignment on ia64. For

        .data
        .align 16
        .byte -1

it puts 15 bytes of 0 after -1. It doesn't hapen on i386. Why does it
do that?
