Subject: [PATCH]: Minor cleanup of NetBSD/mips targets

The following patch deletes the mips-dec-netbsd* alias for
the mips*el-*-netbsd* target.  The master config.guess no
longer generates mips-dec-netbsd*, and NetBSD hasn't used
the mips-dec-netbsd* name for quite some time.
