Couldn't the developer specify the minimum version of Texinfo which is
required in order to handle the docs? If the developer doesn't have
time to verify older versions, then he can just specify the version he
used. Presumably Texinfo strives to be upward compatible with older
versions. If not, then it is broken.
This could be handled similar to the way Automake tests for a recent
enough Python (i.e. via an Autoconf macro).
