AM_PROG_LIBTOOL does, it is the ltconfig script that doesn't. This
has started to change in libtool 1.3, whose ltconfig loads and updates
the cache file, but only the results of one or two tests are cached.
This is supposed to improve over time, but it requires ltconfig to use
variables that match autoconf's rules for cache variable names.
